US senators are meeting during the weekend for the initial time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to recede as GOP senators floated a plan unacceptable to Democrats: eliminating the ACA, known as Obamacare.
Growing Impact of Federal Closure
The impact on Americans from the lengthiest closure of the US government in history worsened on Saturday, as government employees went unpaid, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
Trump's Proposal from Florida Resort
As weekend session got started, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Several Republican senators praised the proposal, which is similar to a replacement for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is truly better for the consumer," one senator said.
Another senator praised Trump's suggestion on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator wrote in reply to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Response
Opposition senators expressed concerned responses to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by the public and Congress."
Another lawmaker reacted to the censure of carriers by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Really? Then I applaud your support for universal healthcare."
Ongoing Negotiations
The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an willingness to an developing plan from a small group of moderate Democrats to terminate the shutdown in exchange for a later vote on the ACA payments.
One Democratic senator, who is spearheading the talks among moderates, said that Democrats "need another path forward" after Republicans rejected an proposal to reopen the government and extend the payments for a year.
Another senior Democratic lawmaker continued in arguing that Republicans should accept a 12-month continuation of the subsidies before negotiating the long-term of the subsidies.
"Doing nothing is irresponsible because citizens will go into debt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress fails to act."
Political Dynamics
Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of eight Democrats to reopen the government, and the concept of repealing and replacing Obamacare with HSAs is unlikely to earn a single Democratic vote.
Some observers indicated that the core of such a plan would remove the ACA's requirement that insurance companies cover patients with pre-existing conditions.
After his resort visit, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a iteration of the proposal that failed to garner enough backing in 2017.
